I went through documents https://learn.microsoft.com/en-us/windows/powertoys/file-locksmith and found no info on how to unlock folder using commandline(CMD).

Command line options. LockHunter can be used from the command line using the following syntaxis: LockHunter.exe [/unlock] [/delete [/delperm]] [/kill] ...

Don't use unlocking tools except as a last resort. If Word has a lock on the file and you want it to release it, the only safe way is to close the file in Word.

My tool of choice for this scenario is LockHunter. It also sports a command-line interface in addition to a GUI. It works on Windows 7 x68 and x64 editions.

Lock Hunter is also having command line features. Using those commands you can perform the operations, which are available in the GUI mode.
